how can i ask my sister to help me out with her? what should my sister say?

I take it you are relatively young. If this young woman sees you as just "her brother," that might mean she's not that into you. It could be that she's not attracted to you in any way; you may act like a brother; or she may not want to date her friend's brother.

I think there is nothing your sister can or should do about that. If you are really concerned about this young woman, simply be yourself and talk to her. It may succeed and it may fail.
