No one frowns upon anyone rushing, but you will likely have fewer opportunities as an upperclassman. Scroll to the bottom of this page and you will see past Texas Tech threads linked. Read them.
You will need recommendations for each sorority. It takes effort to get those, especially if you don't know any Greeks.

No one can tell you what your chances are because membership selection practices are private. Some common reasons people are excluded are due to GPA and upperclassman status, however. You won't know unless you try, but keep an open mind to all of the sororities and know that cuts are likely to be heavy based on your class status. Good luck.
